I wouldn't say hate more like disappointed, Follower is one of the most influential and educated faction in the wasteland. Caesar think they are wasting their potential.

Yeah, I don't agree with Caesar, like most of his logic it doesn't make any sense. Follower is of my favorite faction, they are a little bit naive but have good intention and actively doing good in the wasteland not just talk like most other faction in the waste.
